PETRONAS and Phoenix Petroleum signed a memorandum of understanding on March 23, 2023, in Kuala Lumpur to collaborate on downstream marketing and technology solutions in the Philippines. The agreement grants Phoenix access to PETRONAS’ branded marketing products, including its gasoline and fluid technology, while allowing PETRONAS to expand its presence in the Philippine market.

The MoU covers a broad range of downstream activities. Phoenix Petroleum will integrate PETRONAS’ branded products into its retail network. This includes fuels developed through PETRONAS’ Fluid Technology Solutions. The collaboration also extends to digital and sustainable solutions. Both companies aim to improve the customer experience at fueling stations across the Philippines.
PETRONAS is Malaysia’s largest fuel retail network operator. Phoenix Petroleum is a major player in the Philippine downstream oil industry. The partnership use PETRONAS’ technical expertise and Phoenix’s local market knowledge.

Ahmad Adly Alias, vice president of downstream business for PETRONAS’ refining, marketing, and trading division, expressed enthusiasm about the deal.
“To provide a smooth experience to more road users throughout the world, we will continue to innovate our range of offerings, from our award-winning fuels generated from Fluid Technology Solutions to our new digital and sustainable solutions,” Alias said.
Phoenix Petroleum president Henry Albert Fadullon highlighted the complementary strengths of the two firms.
“This synergy promises to be a new experience for our customers with the technology and expertise of PETRONAS as the largest fuel retail network operator in Malaysia, combined with the deep knowledge and experience of Phoenix in terms of the local market,” Fadullon said.
A history of collaboration
This is not the first time PETRONAS and Phoenix Petroleum have worked together. In 2017, the two companies signed an initial agreement. That deal saw Phoenix Petroleum acquire PETRONAS’ entire LPG business in the Philippines. The business is now held by Phoenix LPG Philippines, Inc., a subsidiary of Phoenix Petroleum.
The 2017 transaction marked Phoenix’s entry into the LPG market. It also allowed PETRONAS to streamline its Philippine operations. The new MoU builds on that foundation. It expands the relationship beyond LPG into broader downstream marketing and technology.
Implications for the Philippine market
The partnership could reshape competition in the Philippine downstream oil sector. Phoenix Petroleum operates a network of retail stations across the country. Adding PETRONAS’ branded fuels and technology gives Phoenix a differentiated product offering.
For PETRONAS, the deal provides a low-cost way to increase brand visibility in the Philippines without building its own retail network from scratch. The company can use Phoenix’s existing infrastructure and local expertise.
